Breaking Ground for “Water for Life”: Sitio Tuli Community Water System Begins
Sitio Tuli (Sitio Tule), Pantabangan, Nueva Ecija — February 23, 2026 | 3:00 PM marked more than a ceremonial first dig. It marked a shared promise: that clean, reliable water should not be a daily struggle—and that no family should have to compete, wait, or argue just to fill a container.
On this afternoon, the Groundbreaking Ceremony for “Water for Life: Sitio Tuli Community Water System” officially signaled the start of a transformative WASH (Water, Sanitation, and Hygiene) initiative under Rotary Global Grant No. GG2579998—a project designed to bring sustainable, accessible water to households and the local school.
A Ceremony Led With Purpose
The ceremony was headed by Pres. Maricar Suarez, President of the Rotary Club of Cabuyao Circle, together with dedicated Rotarians, partners, and community leaders who gathered to witness the official start of a project that will directly improve everyday life in Sitio Tuli.
More than symbolic, the groundbreaking served as a clear “go” signal—an affirmation that planning is now turning into implementation, and hope is now turning into infrastructure.
From Global Grant to Groundbreaking: Turning Approval Into Action
This project stands on the strength of Rotary’s global grant model—built for sustainable, measurable outcomes through collaboration and community ownership. GG2579998 was approved to support a community water system that will provide continuous, safe water access to 53–60 households and Sitio Tuli Elementary School.
At its core, the project funds practical infrastructure the community can rely on day after day:
Pumping system
Water storage tanks
Piped connections to households and the elementary school
The initiative is delivered through a cross-border partnership between the Rotary Club of Cabuyao Circle and Rotary Club of Daegu-Seongseo (Korea)—proof that service becomes even stronger when it is shared.

For many families in Sitio Tuli, water has long been a daily uncertainty. The community’s main source comes from a natural spring (“sibol”) located in the mountains. But when the dry season comes, supply becomes inconsistent—forcing residents to wait, ration, and sometimes go without.
During the ceremony, residents spoke with honesty and emotion, giving everyone a clear view of what “water access” truly means on the ground:
Mara, Resident of Sitio Tuli, shared:
“Ngayon po sa hose lang kami kumukuha ng tubig na galing sa sibol, pero palagi pong natutuyuan ng sibol lalo na sa tag araw.”
Rudy, Resident, said:
“Iisa ang pinagkukuhanan namin ng tubig, kadalasan hindi sapat dahil marami kami. Minsan nag-aagawan.”
Roger, Resident, explained:
“Nag-iimbak lang kami ng tubig sa mga container, naghahalili lang kami sa nag-iisang pinanggagalingan ng tubig, pero minsan natutuyuan yung sibol.”
Another Resident also shared:
“Minsan may nag-aaway-away pa dahil sa tubig. Minsan kami dito sa dulo ang nawawalan. Kaya maganda po itong proyekto na ito para mawala na yung away-away dahil sa tubig.”
These testimonies captured two truths at once: the urgency of the need, and the quiet resilience of families who have endured it for years. This is why the project matters—not just for convenience, but for health, dignity, and harmony.

With a grant package totaling US$43,800, including major support from the Peter Grayson Olivan Global Grant Fund, the project now moves forward into full implementation—turning plans into a working system the community can manage and protect for the long term.
